| Facing to resent problems of global environment,people have realized that in order to fit for the need of development today and in the future, we must find a sustainable development way, which can make economy, society, environment and resource in harmony. The evaluation of region sustainable development is a key step linking with theory and practice. The region sustainable development system is a huge complex system and is obviously of self-organization and non-linearity. So there are many limitations in researching it with normal linear method.According to the concept of sustainable development, this paper adopted the three-dimension model to evaluate the conditions of region sustainable development with fractal theory, and used the fractal dimensions as the parameters of conditions of region sustainable development. The author takes nine provinces of Yellow River drainage area as objects to perform the study and shows the result by GIS and vector, which indicated the feasibility of the model.The paper is consisted of six parties as follows:Part one is preface. It puts forward the necessity and category of the study, Moreover, it reveals the actual sense of this study and the research though of the paper.Part two introduces the basic theories used in this study, they are sustainable development theory, region evaluation of sustainable development and fractal theory. This part states the origin, concept, and the problems in their progress briefly, and reveals the future of them.Part three is the construction of multifractal evaluation model and simple fractal model of region sustainable development. In this part, the author first compounds the developing course of evaluation index system, then points out the principle of building evaluation index system and evaluation of sustainable development.
