Requirements volatility (RV) is a common information system project risk that can have severe consequences including cost and schedule overruns and at times, even cancelled projects. Based of a definition of requirements volatility and literature review, the causes and impacts of RV on information system project performance were summarized, 28 volatility factors were proposed. Then an experimental investigation was carried on for assessing the degree of effect on RV, the familiarity of risk factor and analyzing the correlation between risk of RV and project success systemically. There were about 70 persons with abundant experience of system development participated questionnaire survey. This thesis constructed the frame for information system project RV risk identification, got the key risk factors and found out risk of RV have profound impact on the information system project based on survey.Then, a method of risk management of requirement volatility was designed and developed to help projects managers control the effects of requirements volatility. Fourth steps were included in the method. First,the key requirements which contributed more to the success of system were identified with the help of a set of criteria. Second, volatility requirement were identified with the help of a template for evaluating a requirement for volatility. Third, the probability and outcome of the volatility requirements to account for risk effect were assessed. Fourth, some means to prevent or reduce the risk of RV were provided.A system was designed to help the application of the method.The main structures of system function and data were described.At last a practical project was analyzed for the risk factor of RV.At the same time, a demonstration of a practical application shew how to use the volatility of requirement risk management method.
