The Theory Analysis And Countermeasure Research On Technical Barriers To Trade

Under the irreversible tendency of the world economy integration, theintercourse of countries has been deepened continuously. But as tradeprotectionism has been emerging gradually, technical barriers to trade (TBT) asthe main new trade protective method have been prevailing. TBT whichexceeds the proper range makes obstacles for the export and import of thegoods artificially, and disobeys WTO's aim of free trading, especially makesserious bad influences to developing countries such as China. The thesis'research task comes from this background.First, it lodges the background and reality sense of the research task,analyzes the research condition of home and abroad, decides the main contentand method of the research task and outlines the framework of the article onthese bases.Second, it explains the connotation, characteristics and displaying ways ofTBT from theoretical angle, elaborates the laws regulated by WTO, analyzesthe function mechanism alternation of welfare after execution and thegeneration root of TBT by using neoclassical trade model and game-theorymodel, and forecasts the development tendency of TBT.Third, it studies the TBT practicing condition of western developedcountries such as America, EU and Japan, relates the law document, executingorganizations, working characteristics and the latest development, and makesfurther analysis about these specialties.Then, it collects, arranges and analyzes the data ,such as general situationof China's foreign trade, of each countries' TBT practice, the statistics andconcrete instance of TBT which China suffered resent years, and analyzes theTBT's double effects to our country's export. Meanwhile it analyzes theinfluence of import goods to China, and poses the necessity to set up our ownTBT protective system.At last, it points out that the existing problems of China when sheconfronts TBT, provides the corresponding tactics and the relative measureswhich should be taken by the government, profession association andenterprises using SWOT evaluation model, and puts forward some suggestionsto build our own TBT protective system by using for reference of foreigncountries'mature practicing experiences and combining the conditions in whichChina has been suffered from TBT.
