| Along with the multilateral trade negotiations of the WTO, the tariff has been cut down step by step, and some traditional non-tariff barriers such as import quota, import licensing, export subsidies, etc have also been restricted. Technical barriers to trade has arisen in pace with the economic globalization and the trade liberalization. Technical regulations and standards based on Pharmaceutical Affaires Law, Consumer Safety Law, and Food Sanitation Law, etc aim for protecting the life and security of human beings, the health of animals and plants and the environment. But they have been abused by many developed countries to realize their trade protectionism. That is because there are differences in the stages of economic and technical development in the world. Even though technical regulations and standards do not retain any direct import restricting effect, the complicated and strict implementation of technical regulations and standards can operate as factors to raise exporters' costs and impede trade. This is of special concern to developing countries, which have found it difficult to meet the increasingly exacting regulations imposed by the developed countries.China, as a developing country and the third-largest international trade economy, has been confronted with more and more technical barriers, especially after its entry to WTO. Considering the tremendous impact of technical barriers to trade and its chain reactions to economy and society, China must pay more attention to the study of technical barriers. In order to promote international trade as well as protect the security of human beings and environment. Under this background, it becomes necessary that the study on evaluation method of technical barriers to trade and simulation analysis of its influence to economy. Based on the survey of recent literatures on this topic, we design and develop a reasonable evaluation method to measure technical barriers. By means of mathematical model, we analyze the mechanism and functions of technical barriers to trade with some hypothesizes and simplification. The corresponding strategies to technical barriers are discussed and studied via computer simulation.The main works of this doctoral dissertation focuses on the evaluation method of technical barriers to trade and the design and simulation of two country model of economy and trade with technical barriers. The main contribution and innovation include following points:1) The international and domestic research situation of technical barriers to trade, two country models in economics and their applications with computer simulations are surveyed.2) The definition of technical barrier coefficient is proposed. The evaluation approach to measure the technical barrier between two countries is designed. It has been applied to evaluate the current situation and historical tendency of technical barriers of western developed countries to China.3) We propose the evaluation approach to measure the technical barriers of different industries. It has been applied to measure the technical barriers on different industries of western developed countries to China.4) The mathematical model on product trade and economic development with technical barriers is built.5) Based on the model with technical barriers to trade, we quantificationally analyze the influence of import tariff and export subsidies by developing countries to technical barriers from developed countries. The influence to government income, trade balance and trade strategies are discussed also.6) Based on the results of technical barrier evaluation and computer simulation via two country models, we propose a series of trade strategies and measures to the trade office of government, local government and export oriented enterprises faced to the technical barriers to trade from western developed countries. Several valuable suggestions to trade strategy selection, export import balance control, and reduce the loss from the technical barriers from western counties are presented.Above works have been applied to the international trade strategy analysis and the consultation of several export oriented enterprises faced to technical barriers to trade, the satisfactory results were achieved. |
