The paper aims at putting forward solutions to the establishment and perfection of the national price supervision systems through analyses of the theories and pragmatic cases of the unfair pricing phenomena. The structure of the paper is based on the order of putting forward the problems, analyzing the problems and solving the problems into 4 parts.The first part mainly addresses the role and the function of the price in market economy activities and the harm of the unfair pricing phenomena. The second part analyzes the importance of the price supervision systems theoretically. The views that unfair pricing phenomena will violate the principle of even competitiveness and increase social costs are put forward. Through the analyses the author concludes that only on the condition of the even competitive market can the resources distribution in the whole society be rational and the economic efficiency maximized. Meanwhile the social cost theory demonstrates that the cost will go up if the function of the market is destroyed by human, namely if the unfair pricing phenomena are there, it will lead to waste of resources. Last but not least, the author addresses the importance of the price supervision systems. Supported by the theories, the author also demonstrates from positive and negative perspectives that the establishment of the price supervision systems must be based on the market rules, in particular, the establishment of the laws and regulations must be based on the establishment of the fair market environment.The third part analyzes the pragmatic cases of the supervision and inspection systems in other countries. Firstly, the paper brings forward the laws and regulations in the retail industry in the countries with developed market economy, such as U.S., Germany, Japan and etc, then studies their laws and regulations and corresponding description of different departments in the price supervision systems as well as the cooperation between them and finally concludes the reasons and experience of their successful supervision. Secondly, the paper analyzes the present situation of our national price supervision systems in the retail industry. Last the author concludes the problems involved in the current price supervision systems of our country through comparative analyses of the Chinese and foreign price supervision systems. The fourth part puts forward counter policies and suggestions regarding the marketprice supervision and inspection systems in our retail industry. Through the analyses of theories and cases, the author proposes to establish "3-major-3-minor" mode of the price supervision systems in the retail industry, namely, streamline the laws and regulations, establish vertical and horizontal price supervision systems mode and target systems and center around the construction of price administration agencies. Meanwhile, the author emphasizes on establishing year-end price inspection hearing policy, reinforce the credit systems in the industry, make the association and brokers play a much more important role and strengthen self-discipline. The author thinks that the innovative views in the paper are concepts of establishing vertical and horizontal price supervision systems mode and supervision target systems, which will avoid the repetitive supervision and unclear description through cooperation between different departments. Furthermore, it will improve the work efficiency through the establishment of the supervision target systems. On the other hand, the suggestions regarding legislation and supervision based on the characteristics of different retails have to be studied in the following research and fieldwork. |
