Nowadays, the entrepreneurship attracts more and more attentions in both practical fields and research areas. It plays an important role in the economic development in the whole world. The entrepreneurial environment is the key factor which influences the entrepreneurship mostly. An instructive environment can offer various supports to the entrepreneurial activities, such as finance, technology, information, human resource, and policy. Our country is transforming from the planned economy to the market economy. The dynamic environment not only offers great opportunities to the entrepreneurial companies, but also offers many obstacles.This paper uses the GEM model to analyze the entrepreneurial environment of Beijing. From the questionnaires collected from 98 people in different fields, the paper processes the data in Excel and makes a reasonable explanation of the results. In the nine dimensionalities of the model, Beijing gains the positive scores in Access to Physical Infrastructure, Research and Development Transfer, Commercial and Professional Infrastructure, Cultural and Social Norms, Market Openness/Barriers to Entry, and gains the negative scores in Financial Support, Government Policies, Government Programmes, and Education and Training.Referring the transition economy, this paper attributes the disadvantages to the more deeply reasons, such as the lack of the financial reform, the immoderate governance of the governments, the imperfect status of the social service, the lack of the social credit, and the unjust competition of the State-Owned Enterprise. Concerning the facts of Beijing, the paper puts forwards three measures to improve the entrepreneurial environment in Beijing: firstly, expanding the financing channels;secondly, deepening the reform of the administration systems to improve the efficiency;and thirdly, perfecting the entrepreneurial education and training system.
