Quota removal in the textile and clothing sector has been a good chance to China, which have ever been a big producer and exporter. EU, USA, Canada and Turkey abolished the quantitative restrictions in international trade of textile and clothing with China, under the rules of the World Trade Organization (WTO). Yet, trade safeguards play an important role in Chinese textile and clothing export. The restrictions weaken the advantages of developing countries in world competition and broaden the gap between south and north countries. As quota's rise accompanying with import tariff rates' drop, the developed countries set up many new trade barriers to restrict the import. The obstacles change from quantitative restrictions to qualitative restrictions, and from traditional measures such as tariff, quota to technical barriers to trade (TBT), anti-dumping, special safeguard provisions, and so on. Some buyers make troubles to the exporters by different pretexts, which give Chinese textiles export huge negative effects.Trade safeguards have become a wide gap between developed countries, who usually are the sponsor and implementing nation of themeasures, and developing countries, who are always undertaken the related restrictions in the market. As the restrictions are more and more flexible in import countries, Chinese textile export is contained in a long time and witness a growing loss. Under this circumstance, the exporters in China need acquaint with the influence of trade safeguards and be familiar with the restriction orientation in the principal export market so that they can become more competitive and enlarge their export value. On this basis, this study gives its own conclusion.This paper puts stress on effect analysis of import tariff, quota, TBT and RMB exchange rate by using economic theory and research method. Then, from a questionnaire investigation the actual condition which Chinese exporters suffer can be received. By data analysis, different characters in different market are found with which the author try to put forward some material, pertinent and referential comments. In the traditional textiles export, the suppliers in our country are very passive for no well-known brand, pure selling channel, backward equipments, and lack of handling skills about the rules of the WTO. If domestic exporters can adopt diversified strategies which are subject to different characters in the different market while improving products' quality, they will be more competitive and possess the bigger market share more easily.
