With the rapid development of our national economy, the quantity and scale of cities are increasing gradually. At the same time the modernization and urbanization of cites are ascending and the people become more and more rich. But there are many problems that our cities are facing, such as density of population, traffic congestion, environmental pollution, absence of greenbelts and so on. All these problems will influence and hold up the sustainable development of the cities. The practice of developed countries suggests that one of the most effective ways to solve such problems is to develop and utilize underground space resources orderly, reasonably, synthetically and efficiently. CBD is not only the district which has not only the most complete functions and facilities but also is the most ambivalent district. Its further development is now seriously hindered by the traffic problems, infrastructure problems and environmental problems etc. Today a few large cities in our country are actively searching for the way to build CBD. To avoid repeated mistakes in construction of the CBD in our country, we shall borrow and learn from the experiences in developed countries, and attach great importance to development and utilization of underground space resources for the CBD. Since our country is still in the preliminary stage of studying the utilization of underground space for the CBD, there is no systematic theory in this regard. This paper analyses the necessity and feasibility of developing and utilizing underground space of CBD, and focuses on those critical problems that should be solved in the exploitation of urban underground space of the CBD. The main contents comprise the following parts: feasibility study of developing and utilizing the underground space for the CBD, its planning, traffic, municipal facilities, environment, identification systems, operation and management as well as comprehensive development of squares, greenbelts and underground space, etc. Finally, a case study is given for development and utilization of underground space of the Zhongguancun West District.
