The Study On Migrant Workers' Accommodation

Many migrant workers flow in the cities from small towns and countryside along with the industrialization and urbanization process of our country. This phenomenon is unique only to present China - the migrant workers flow , which is aggravated by the peculiar household register policy. Since long ago the Government has not taken the migrant workers' accommodation into consideration of the city public housing policy. The huge housing demand of the workers can not be satisfied and the housing price is so high. Consequently these factors all contribute to the more serious accommodation issue of the migrant workers day after day.At present, there exist several kinds of problems accommodation concerned, which influence their enthusiasm for contribution to the urban construction and hence hinder the economic development. Solution to their accommodation issue becomes vital to the urban development.Nowadays, there are three ways in which city governments provide housing to citizens. They are public housing constructed directly by governments, housing constructed by private enterprise with subsidy from the governments, subsidy from governments to low-income citizens. This thesis analyzes these three ways using McDonald's "filtering model of three markets" and explores the implementation effect of each way, which is the theoretical basis of the solution to the migrant wokers' accommodation.Some domestic cities have already set about solving the migrant workers' accommodation. This thesis introduces the experience of cities such as Changsha, Shanghai, Suzhou, Huzhou and Nantong. In comparison, foreign counties do not have the restriction of household register, their public housing policies can cover most of their citizens, esp. low-income ones. This thesis introduce mainly the housing system of foreign countries focusing on their wide coverage. The author also makes comparision of the public housing policies between different countries.Based on the above theory research and analysis of the domestic and foreign experience, the paper finally proposes suggestions to solve the migrant workers' accommodation. The suggsetions includes mainly two aspects, policies to slove the migrant workers' accommodation and measures to provide them with housing.
