As the main groups of the industrial workers, migrant workers make a hugecontribution to the development of the urban economy. But in terms of domicile,economic and social security, most of them at the bottom of society. And the existinghousing conditions can not meet their housing needs.After three decades of development, China has gradually formed the multi-level ofurban housing supply system that mainly by building the Affordable housing andlow-rent housing, supplemented by the renovation of shantytowns and shabby buildingsof the housing placement. To a certain extent, it solve the housing problems oflow-income families in the part of the urban. However, the design flaw in the currentaffordable housing system is that large number of urban migrant exclusion outside thescope of protection. The public rental housing are made of this. The urban migrantsaccess to housing authority, which is not restricted by urban household registrationsystem. Public rental schemes to further improve the supply of housing security system,to made up for the vacancies in the housing market, as well as strengthen the rentalmarket, to safeguard social stability and fairness, which is of great significance topromote the harmonious development of society.The research of migrant workers housing security issues is a single entry point inChina. Most studies were based on sociological and consumer economics view, considerthe approaches to give preferential housing policy for vulnerable groups. Then littlestudy on the existing concrete housing policy and applicability to the urban migrantworkers on the existing housing security system. The research abroad has beenrelatively mature in housing theory and policy. It mainly involves in the integration ofconsumer groups partition and market regulation. Their successful experience andtheoretical results has reference meaning to resolve the urban migrant workers housingproblem in China. But it have to consistent with our national condition to find effectiveways of solve this housing problem.From the perspective of public rental housing schemes, the research object ofurban migrant workers, this thesis analyze the following aspects with literature survey, comparative studies and system analysis:1) the research status of public rental;theoretical and realistic basis for public housing;2) the history of the affordable housingsystem; the consumption level, preference, characteristics influencing factors andexpectations of urban migrant workers;3) the conjunction between the housing needsand the existing public rental mechanism; the same time, taking the pilotarea--Chongqing for example which reform the urban and rural household registrationsystem. Finally, on the basis of the first few chapters we penetrate analysis, and try topropose the solution that prelimited the scope of security object, establish pricing model,perfect the legal system and Standardize operation mechanism. This paper aimed toestablish a relatively well-developed public rental housing operating system to meetdemand of the urban migrant workers.
