Along with China joining WTO, Chinese tobacco industry faces with unprecedented challenge. Because of the influence of non-tariff barrier, WTO "Agricultural Product Agreement", the restraint of general commodity trade rule, and the regulation of "the Unification Cigarette Permission Procedure Request", Chinese tobacco industry receives impact of certain degree. The domestic cigarette brand still has very strong provincial characteristics. The well-known, fine reputation and loyalty to the brand of domestically produced cigarette brands also wait for promotion. The influence of overseas cigarette brand is expanding.Changde Cigarette Company faces with multitudinous powerful competitors. After analyzing interior resource condition, it should display superiority of the brand, production, operation and leading team, as well as technology and culture, and overcome inferiority of business development, such as lacks of low-grade cigarette superiority brand, the raw material of leaf tobacco, and the support from government. We propose several tactics of business expanding of Changde Cigarette Company.This article will put forward the strategy proposal separately from both the first stage and the second stage. In the first stage, in order to obtain the productive plan resources, there are two tactics in choices: one is adopting the absorption and annexation way; the second is to occupy the resources as stockholders. In the second stage, in order to develop central product market, there are also two tactics in choice: one is introducing international well-known cigarette brand; two is sharing the cartel with the corporate occupying the major and medium market share domestically.
