Reconstruction of administrative units, one of the emphases during the process of deepening our economic system reform, leads to the enormous changes from organization structure to management tools, especially human resources issues of such units. As the original system of administrative units has no longer adapted to the request of socialistic market economy system, reform of administrative units become a must.From the point view of organization reconstruction theory, this thesis retrospect the history of economic system reform in China and give its consultation and suggestion on HR issues such as employees placing, HR strategy, personnel planning, training and stimulation which is happened during the reconstructive process of Huangshi Yangtze River Bridge Administrative Bureau, aiming at providing a feasible resolve on HR issues during the process of reform of administrative unit.
