Study On Subjects Of Consultation Management Of Water Resource In China

With the development of society, the demands for water resources become more and more important, and more contradictions or conflicts were appearing during the water resource development and using. Consultation management of water resource between different regions in China is one of important way to resolve the contradiction or conflict of water resource development and using. In order to realize the sustainable development of water resources, the subject of water resource consultation management was studied in this dissertation. This dissertation consists of 7 chapters; the main topics can be classified three main parts as follows:First, the concept and characteristics of consultation management of water resource between different regions were expounded. Consultation management can be included three meaning. They were consciousness and culture consultation, system and organization consultation, behaviors and strategic decision making consultation. According to the meaning of consultation management and water resource management, the concept of water resource consultation management between different regions was put forward, and its content and characteristics were also analyzed in this part.The second, based on the study of concept and characteristics of consultation management of water resource between different regions in the first part, the structure and behaviors of subject of water resource consultation management were advanced. The subject structure can be included government, social organization, water consuming enterprise, and the populace. The subject behaviors can be looked as three levels consistence with the subject structure.The third part was demonstration on the structure and behaviors of the subject of water resource consultation management using Delphi method and cases analysis method respectively. The results showed that the subject structure and behaviors of water resource consultation management given in the second part were consistence and reasonable, and it can be used to make strategic decision of water resource management between different regions.
