Performance evaluation is a kind of HR system that increasingly prevails in modern business administration. Through series procedures of scientific and systemic evaluation, it raises perfonnance of the staff and then enhances performance of the whole enterprise efficiently. Research on performance evaluation becomes one of the emphases in many enterprises.According to the background about performance evaluation system implementation in GUANGZHOU E.S.W ring freeway corporation and the analysis on it, this paper introduce the theory dependence and meaning ,bring forward the fundamental purpose and rules to build staff perfonnance evaluation system. This paper put up the primary introduction and analysis on the four tools commonly used in performance evaluation, thoroughly discuss the key perfonnance guideline and the five steps to establish the performance evaluation system combining the real need of the enterprise, analyse the difficulties which will encounter during the establishment of each step and the corresponding countermeasure. For performance evaluation is not the final aim, to exert the extensive value of performance evaluation system efficiently, this paper probe into the issues about how to apply staff development program and the management of salary and position from the result of evaluation. A proper organization environment is necessary to apply the performance evaluation system, the paper shows how to setup the environment and how to deal with or avoid the problems which will occur during the processing.The study of this paper base on the background of actual enterprise, in order to achieve the aim to deeply discuss and resolve the practical problem, strive to provide some instructive ideas to improve the performance evaluation system applying in enterprises nowadays.
