Based on e-HR present situation and theoretical researches on HR officers' competencies, this paper mainly analyzes how e-HR affects HR officers' competencies theoretically and practically, by the way of doing surveys on HR officers' competencies and e-HR functions in corporations with e-HR management.The results show that the application of e-HR has great effects on HR officers' skills, may promote their roles, could influence their knowledge structure, and their morality requirements. In other words, if the design of e-HR could make some function prominent, then it will strengthen or weaken HR officers' some competencies. Accordingly, if producers could purposely and better design e-HR system, they may induce great change to HR officers' competencies and make it meet the requirements for strategic human resource management.The effects of HR officers' competencies to e-HR functions are also found in the paper. Requirements for HR officers in company with e-HR system will focus on cooperation ability, computer skills, capability to adapt to outside changes, and donation, which will be main training contents for HR officers in the future.Deep discussion to this subject could help recognize what kind of training is needed for HR officers in future in the network era and strategic human resource management changes period. It will be also in favor of designing e-HR function model, and make e-HR improve HR officers' competencies realizing human resource management changes. Theoretically, the paper, breaking through traditional concepts, proves that information technology (e-HR) influences management level not only by effects on organizational structure and management characteristics, but also by the effects on managers (HR officers).
