Overseas experience shows that:With the continuous development of capital markets, the type of financing of large enterprises and the Group's will gradually shift from bank to the capital market. Large corporate loan market will continue to shrink, while small businesses often are the bank's ultimate stability customers. And in the face of the financing difficulties of SMEs, which contribution to China's 60% GDP, the relevant organization departments are actively developing policy approaches to support small business loan market. So on such one external environment with fierce competition and policies'support and considering with it's strategic need, the banks will develop small business loan market as a new strategic points.The characteristics of small business are high-frequency transaction and more dependent on the short-term loans. In addition, compared with large enterprises, the biggest feature is that the small businesses have neither the detailed financial information nor stable operating profit. Thus the loan decision dependent on the information which is hard to observe, quantify and transfer. The most critical aspect of such loans is the loan officers is gathering information with customers through the communication; it is just on the basis of the gathering information to judge the credit qualifications to determine the wishes and possibility of our customers'repayment; and then make the finally credit decisions. So the quality of the loan officer determines the quality of credit assets directly.So exploring the effective management of human resources related to loan officers is getting more and more attention. Today the traditional HRM is changing, while competency-based HRM theory is becoming dominant. Competency refers to the inherent and stable individual characteristics for a specific job in certain scenarios, which is able to distinguish between outstanding and ordinary persons, including knowledge, skills, motivation, personality and self-awareness and so on. First the study makes a literature review; then established theoretical model of small business with A for the research objects with documentary data method, Delphi technique and critical incident interviews method and so on to; at last examined the model with the questionnaire survey and format the final competency model.
