Coal is the foundation of the Chinese energy safety strategy and it is also the staple energy in our national economic development. Many years ago, Chinese coal industry had established the national education system in the coal industry, providing and training many excellent talents for the construction and development of the national coal industry. With the establishment of the socialism market economy system and the deepening of the national economic system reforms, China cancelled the Ministry of Coal in 1998, universities and colleges at all levels belonging to the Ministry of Coal in China previously were mostly in the administration of the local governments. Many universities and colleges changed their titles of "mining" into some kinds of " technology universities and colleges" and most of the mining disciplines came to an end, thus shrinking the graduates related substantially.Meanwhile, China had reformed the university graduates assignment system and the industrial employment system which broke the original talents distribution mechanism in some arduous lines. Therefore, owning to the postponed established new education system in Chinese coal industry, the supply of the talents in the coal industry can not meet the demand in the whole which resulted in the new unsustainable talents supplies and even talents crisis. All of these have bottle-necked the sustainable and health development in the Chinese coal industry.At present, the situation of our national safety production in the coal industry is very serious. Catastrophic coal accidents had stroked China high frequently, which is incompatible with the aims of the scientific development view and the socialism harmonious society construction. Chief of the State Safety Production Supervision and Administration, Li Yizhong, said that the main reason of the high frequent catastrophic coal accidents happening in China is the deficient coal mining professionals. The problem of the safety production in the coal industry is no other thanthe problem of the scientific technology. He emphasized that if nobody will apply for the coal mining majors in the universities, it will exterminate the future of the Chinese coal industry.The hot issue of the safety production in the coal industry will finally be developed into the issue of educational policies. To solve the shortage problem of the coal professionals, in February 2003, the Ministry of Education in China had formulated the independent recruiting education policy granting three universities including China University of Mining and Technology ( CUMT ) which originally belonged to the coal industry to try on the counterpart independent recruiting policy. The counterpart independent recruiting policy means to recruit excellent youth from the coal industry and choose good college graduates in the current year of their graduation. In this way, it's possible to train applied undergraduate level students who have advanced talents for the coal industries. The undergraduates may have no other choice but being employed by the concerned coal industries after their graduation."No education policy will become a fruitful policy without any research. Any research not concerning the research of education will be of no value." With this guiding ideology, the author analyzes and does some research on the coal industry counterpart independent educational policy from the aspects of policy target analysis, the comparison among different types of talents training & education, policy infeasibility research, policy deficiency, analysis of the deviation and its reason of the policy execution. On these bases, to draw some advice on policy-making, such as improving the counterpart independent education policy and establishing new coal industry education system.
