In the nineties of the twentieth century, the Information Technology Investment becomes one of heat topics in the business world. Many enterprises give a big amount invested and they purpose that the Technology innovation would bring a big deal of wealth to human beings, and it would change the old competitive pattern of enterprises.There are many arguments on the Information Technology Investment, and it is a challenge for the manager to evaluate the return of IT investment. Some managers think they haven't gained enough profit from the IT investment while there is a big amount invested. On the other aspect, managers often want to know the payoff of IT investment through the financial indexes, though part of the profit couldn't be valued by the currency while it is indeed the profit of investment.Under the influence of the global tide of IT investment, many Chinese enterprises take more attention to this domain. As more capital is invested in the Information Technology, enterprises need a higher payment from the investment. Whether the Information Technology can increase the value of enterprises indeed? IF it can, when does the value come in true? Where to find the payoff of technology? How to measure those returns? Those above are the questions the managers asked.The establishment of the IT investment returning evaluation system will be helpful for the Chinese Enterprise Engineering Development. It will help the administrator know the IT performance better, and conduct the IT stratagem to the right direction. It can make the management processes standardize and help enterprises put great emphasis on long-term strategy of implement.In this thesis, it first made a summary of the factors of the Chinese Enterprises Information Engineering and the characteristics of evaluation in IT investment returning; Then, introduced the five evaluating models in detail: cost—profit model, break-even point (BEP), real options, economic value added (EVA) and Balanced-scorecard approach (BSC), make the differences among the operating conditions, advantages and disadvantages of those models, and concluded that Balanced-scorecard approach is the most complete and effective method in measuring IT investing returning. Finally, establish an IT investing returning evaluation model based on the BSC which had been improved. In the end, I put forward my own reviews and advices on how to improve the performance of IT investment of our enterprises.
