Studies On Hazardous Waste Disposal PPP Project Payoff Mechanism

In the whole process of government and social capital cooperation,the PPP mode to implement the concept of "benefit-sharing,risk-sharing",through effective sharing and dissolve the local debt risk,the input mechanism of public service innovation,become the most popular of the new model.Currently,about hazardous waste disposal of the PPP project risk sharing and profit distribution also need to further clarify the train of thought,the reward system design of this kind of PPP project has room for improvement,so it is necessary to hazardous waste disposal of the PPP projects of reward system are studied.However,due to the complexity of PPP mode,its risk factors are numerous and changeable.During the whole life cycle of the project,the dynamic nature of the environment determines the inevitable existence of risks.How,then,in the whole life cycle of the whole project of risk identification and evaluation,between the government and private sectors and how to share the game,risk and set up a reasonable return on investment mechanism in order to safeguard the interests of the government and social capital is reasonable?Therefore,from the perspective of risk sharing game,this paper studies the investment return mechanism of PPP project for hazardous waste disposal.Based on the practical experience of PPP mode and the characteristics of the investment returns of PPP projects for the disposal of hazardous waste,this paper firstly analyzes and points out the contents that need to be reflected in the investment return mechanism of PPP projects for the disposal of hazardous waste.First based on this,puts forward the connotation of the hazardous waste disposal of the PPP project investment reward system,namely,risk identification,estimation,analysis and response,the project return on investment allocation methods of the hazardous waste disposal of the PPP project investment reward system,and analyzes the function of each part and connect with each other.Second,is clear about in the game model,the relationship between the parameters of establishing the government and social capital in the PPP project about the bargaining game model of risk sharing,risk sharing ratio are discussed under different bid order,to form the analysis of the reward system rationality.The research results of this paper show that users pay more efficiently.Finally,this paper chose the hazardous waste disposal of the PPP projects,yulin hazardous wastes disposal center of case study,from the Angle of risk and reward mechanism case are analyzed,and based on previous modeling analysis put forward the optimization advice to reward system of the project,for hazardous waste disposal of the PPP projects in China to establish a reasonable risk allocation and scientific and effective reward system,provides a new research perspective and ideas.
