The Research And Study On The MIS Of The Construction Project Cost Control

After China's entering into the WTO, many international construction enterprises gradually came into the Chinese construction market, which cause the competition become more and more drastic. But in China, cost controlling is still one of the weakest links in the construction enterprise project management. In many projects, our country's contractors, owners and subcontractors created a lot of massive losses because of a lack of effective cost controlling management. Some cases are even shocking. We can say we have paid "expensive school expense" in this aspect. So, in order to adapt to the request of the market economy, and to face the international market, and also to enhance the enterprises' core competitive power, our construction enterprises should learn to control their cost effectively. Only in this way, can they root in the field of construction. Therefore, how to truly and effectively control the construction project cost has become the effective way to help the enterprises to win the profit and also to improve their competitive power. So It is urgent to establish a computer aided cost controlling system which suits the actual situations of our country's construction enterprises.According to the basic principles of the construction cost management and the real estate project control, the author will propose the basic conception and method of the construction project cost controlling management information system. The proposition of the construction project cost controlling MIS(management information system) meets the need of the construction project cost control management, taking the computer hardware equipment as the foundation and the database as the method, organizing the information flow and the data set, providing the qualitative and the quota information to the users. Through the inquiry of the attribute data and graph data, the construction project cost controlling MIS provides the results to the users in the form of graph and table. Embarking from the present situation analysis of the construction enterprise cost control, and according to the basic flow of the construction enterprise cost management, the author planed and designed the MIS of the construction enterprise project cost control aided by computers. System designing includes general system designing, database designing, and detailed system designing.The general system designing includes the user demand analysis, the system model designing and the choice of the kits used for development and so on. The database designing is composed by the database designing principles and the goals, the choice of database and the database designing. The detailed designing part is the key point of this thesis. It will design the system integrated from the detailed designing and flow designing of the systematic function, including cost plan subsystem, cost control subsystem, cost accounting subsystem, and cost analysis subsystem. Each subsystem has the detailed function module designing and the systematic logic structure drawing, he system will carry on the comprehensive real-time cost control to the construction project cost, which will achieve the truly and effective control of the construction project cost.The application of the MIS of the construction project cost control in the field of construction enterprises, can further promote building the construction to be information based on the one hand. On the other hand, it can effectively solve the problem of the cost control of the construction enterprises. The computer aided MIS of the construction project cost control will certainly penetrate into construction enterprises along with the popularity of the computers and network.
