The human resource is a flowing resource, and the human market is an open market. Now the increasing storm of the employee resignation has made the enterprise managers realize that the enterprises, especially for the non-state owned ones, have to be aware of the high risk of damage to the regular working of the cooperation caused by the drain of human resource in the higher view of the organizing strategy, rather than dealing with it as an individual case, when the drain of excellent employee became the familiar phenomena that the human resource manager had to face and the enterprises had be involved into the international drastic warfare of human resource after taking part in the WTO. The enterprises manager should construct an integrated crisis management system focused on the drain of human resource to make the losing least that maybe induced by the resignation of the important personnel. Therefore, the study of crisis management system based on the human resource management situation analysis of non-state owned enterprises as significant practical sense. In this thesis, the human resource market situation, the development of non-state owned enterprises and the design of crisis management were discussed in details on the topic of the human resource crisis management of non-state owned enterprises, and attempted to construct the management system using theory of human resource management, survey data and relative research results. In the last chapter, the human resource management of the SH group company limited was used as a typical example for this study.
