In recent years, the role of human resource in the competition of economic globalization, gradually becomes prominent, many companies have built a relatively complete human resource management system in state-owned industrial enterprises of Liaoning, but for the human resource crisis that may exist, can not be diagnosed and early warned in advance, early protective measure can not be made to avoid suffering the harm of human resource crisis. Therefore, how to monitor the production of human resource crisis and make early warning timely is an urgent subject for state-owned industrial enterprises in Liaoning, the purpose of this paper is to build a scientific, reasonable and dynamic monitoring warning system, which can qualitatively and quantitatively analysis human resource crisis of state-owned industrial enterprises in Liaoning, and can divide the scope of the crisis level and make early alarm.On the basis of detailed analysis of human resources, human resource crisis and the causes of the crisis of state-owned industrial enterprises in Liaoning, human resource crisis early warning indicator system consistent with characteristics of human resource of state-owned industrial enterprises in Liaoning is designed from three angles of human resources planning, development and management, early warning system model of human resource crisis of state-owned industrial enterprises of Liaoning is constructed, the operation process of model together with a variety of safeguards for its health operation are described, analytic hierachy process(AHP) is used to determine the weight of the first and second level indicators, fuzzy comprehensive evaluation method is used to determine the human resource crisis level of state-owned industrial enterprises in Liaoning, finally, example analysis is used to verify the effectiveness of human resource crisis early warning system of state-owned industrial enterprises in Liaoning.In the paper, the main research methods are combination of qualitative and quantitative, analytic hierarchy process, expert questionnaire and fuzzy comprehensive evaluation and other research methods. The main result is that human resource crisis early warning system state-owned industrial enterprises of Liaoning is built, the system can make science and rational evaluation on the situation of human resource of state-owned industrial enterprises in Liaoning, monitor the human resource crisis and make an early warning in advance. It is a good tool to improve the level of human resource management, and a good reference for other kinds of enterprises, in theory, it enriches the human resource crisis early warning research projects.
