Western China's falling behind and regional disparities are the results of the long-term accumulation of Chinese regional developments. Analyzed with statistics, the disparities distinctly exist in different regions. The theory of regional disequilibrium development explains the creation of the regional disparities is inevitable. But, continuously extending of regional disparities can produce huge negative influence to western region on its sustainable development.Based on the theory of convergence, to decrease the disparities there must be a premise that the conditions of western regions which determine convergence must be the same as, or similar to those of eastern region. Discounting the initial economic factors such as initial GDP, conditions for convergence can be divided into two categories: external and internal conditions. External conditions include: systems and polices provided from outside region, investment from outside and resources for development such as energy. Internal conditions include: systems and polices provided from inside region, supporting abilities of eco-environmental system and human development level. Regional development strategy of the state can lead to regional disparities expanding, and also can be as an external condition for underdeveloped region to achieve convergence;resources of western region can cause influence to regional development, but it is limited, and function with other conditions as premise, such as environmental abilities, technologies etc. Even to some degree, western region fell into present environmental poverty just owing to abundant resources.Under the conditions that regional development strategy of the state have been changed, to achieve convergence it is the most important thing for western region to improve it's own conditions which restrict convergence. By contrasting with substantial evidence, there are really huge differences of development conditions between western and eastern regions. The disparities do not only exist in the supply of systems and polices, and more important, in eco-environmental conditions and human development indexes. Through further study on the spatial relationship between environmental poverty and economic poverty and on the relationship between human development and regional development, the conclusion can be deduced that to realize sustainable development twocritical problems must be solved for western region. They are environmental poverty and poor human development.Therefore, as leading role in the regional development, the government should follow the rules of sustainable development, fixing attention on improving the eco-environment system, and on promoting human development conditions such as education, health, manpower capital etc. Only in this way, the poverty of development abilities of western region can be eradicated, and sustainable development can be realized.
