Efficiency Evaluation Research Of Agriculture Financial Expenditure In Western Area

At the turn of 20th century 1999, China government started up the great stratagem of Western Area Exploitation, which is a vital and significant decision. But issues of agriculture, peasants and rural area (short of "Sannong") are inevitable and difficult points on the exploitation and are closely related with the fundamental development of the Party and Chinese. From the realistic condition of western area, the whole level of "Sannong" is relatively low and urgently needs to develop. Meanwhile, because of abundant resource and some after-developed advantages, the development room of "Sannong" is immense and the potential ability is undeniable. Therefore, the crux of settlement is how to develop this potential ability? Not only important to the economic growth of western area, but also could provide the huge support and safeguard to economic growth of the whole country.Agriculture Financial Expenditure is the essential stimulant of economy promotion in western area. Bring the finance effect into play, is the effective measure of making agriculture adjustment fast, the content of enhancing rural condition level, and the magic weapon of making farmers rich. Therefore, it is great realistic importance to deeply research the fiscal policies of agriculture development in order to break away the plight, promote the sustained and sound development of the agriculture then the whole western economy.The concept of finance efficiency is throughout the total research. Based on the unique characters of western agriculture, referring to appraisal methods of financial expenditure in the developed countries, and summing up the experience of the past agro-financial expenditure in western area, some active opinions and advices are put forward.As for the thesis structure, there are six parts. First of all, the research background, the indispensable fiscal agricultural support, the research range and the innovation places are illuminated. Secondly, the peculiar characters of agriculture in western areas are showed, and the whole condition of support from finance to agriculture is introduced. In the third part, referring the advanced patterns of efficiency evaluation on the financial expenditure in the developed countries, the focus is put on the suggestion to agro-financial expenditure evaluation in China. Then, an efficiency evaluation index system is constructedin the fourth part. Factor analysis is used to weigh system structure, and form three "Sannong" factor variables. Consequently, some methods used to appraise efficiency evaluation are drawn in the fifth part, including contributive degree analysis and elastic analysis from economics;canonical correlation analysis, partial correlation analysis and cluster analysis from multianalysis statistics;Granger cause-and-effect test analysis from time serial analysis. Finally, some conclusions and relevant policy implications are suggested to perfect China fiscal agriculture support system and improve fiscal agricultural support efficiency. Firstly, the efficiency evaluation system is recognized that could fully embody the new policy-"Socialistic New Country Construction". Then, aiming to resolve main problems of agro-finance policy in the western area, paying equal attention to increasing the net agro-financial expenditure and governmental management innovation, taking more effort to optimizing expenditure structure and giving prominence to the investment direction and places are brought forward.There are three innovative points in this thesis. In the first place, the most research of agro-financial support recently focus on the theoretic discussion and just the introduction of advanced patterns of fiscal efficiency evaluation in the developed countries, short of the empirical research. In this thesis, an efficiency evaluation system of agro-financial expenditure is designed as appraisal targets, which could make argumentation practical and manageable, more suitable to the policy execution and avoid the meaningless and off-fact problems. In the second place, the complete evaluation index system comprehensively considers the fundamental goals of farmers receiving increased, agricultural development and rural reform and benefits of economy, social and ecology. This evaluation index system could become the long-term appraisal and supervision mechanism by continued revision. The last one is that besides the analytic methods of economics, some multianalysis statistics and time serial analysis methods are used to empirically describe the relationship of evaluation system and expenditure structure.
