The healthy development of agriculture is the key to solve the issues of agriculture,farmer and rural area. It is the base for harmonious, healthy and orderly development of theprimary industry as well as the national economy, and also it is the protection of socialstability and the stability of the state. Shandong Province, as a major agricultural province,with the total agricultural output ranking the country for many years, is the mainproduction base of China’s grain. Especially since2000, agricultural output is to furtherimprove, the basic conditions of agricultural production has been furtherimproved, the development of agriculture has made great progress. But there is stillexisting bottleneck which is restricting the further development of agriculture: first, theoverall level of modern agriculture and development of agricultural industrialization is low,the total amount of agricultural products relative surplus, with low degree of differentiation;second, the overall level of the agricultural infrastructure development is lagging behindthe level of economic development, also the input of agricultural science and technology ison low level; the third, in the short term the rural surplus labor will be a high base, thetransfer mechanisms are inadequate, but in the long term there will be insufficient supplyof rural labor.Based on the above background, this paper start from fiscal spending on agricultureand agricultural efficiency theory, and then analyses the fiscal spending on agriculture andagricultural production status of Shandong Province and17cities, by using DEA modelestimated the agricultural efficiency. On this basis, use the panel data model to study theimpact of fiscal spending on agriculture to enhance agricultural efficiency. According tothe results of empirical research, the government should take the following measures: first,develop financial support for agricultural policy, and improve the system of fiscal spendingon agriculture; second, expand the scale of fiscal spending on agriculture; third, optimizingthe structure of fiscal spending on agriculture; fourth, establish the financial agricultureexpenditure performance evaluation system, enhance spending performance; and last,improve rural education, and promote the effective transfer of surplus labor.
