| Agriculture is the foundation of the national economy in our country,the development of agriculture is about all aspects of society,not only is closely related to economic growth,but also has a profound influence on the development of social and political stability.When our country was first established,the government adopted the strategy of giving priority to heavy industry,their policy is leaning to heavy industry development,which means agricultural provides a great deal of raw materials and capital for industry,so that agriculture is getting worse,the "three agriculture" problem increasingly prominent.As is known to all,agriculture has the characteristics of consideration and it is vulnerable to natural risk,which lead to agricultural product supply and demand is not stable.It is difficult to realize the equilibrium price.Therefore,the farmers’ income is not stable.In other words,the phenomenon of agricultural costs higher than prices often appear.In recent years,problems are mainly concentrated in the following aspects: the structural imbalance of supply and demand of agricultural products,unreasonable configuration and allocation of agricultural elements,the farmers’ income is low and lack of growth trend.Therefore,the government gradually focus to agricultural.With the NO.1 file of government in 2018,the central theme of agriculture is solving the "three agriculture" problem,sticking to increase efforts to support agriculture and help poor farmers,controlling the ecological environment in the countryside,improving the quality of agricultural products,developing rural finance,promoting upgrading of the industrial structure of agricultural modernization.Anhui Province is one of the biggest agriculture province in China,the government actively implement the party’s 19 big work deployment.In 2016,the expenditure of financial support in Anhui Province was 59.649 billion yuan.It has increased 57.317 billion yuan compared to 2005.But compared with other provinces,the financial support agriculture expenditure in Anhui Province is in the medium level across the country.It still needs to carry out the party’s policy,intensify financial support agriculture,insist on the simultaneous development of the city and the countryside,establish a new system of agricultural production.The article is based on the panel data from 2005 to 2016.First of all,from the perspective of the total scale of agricultural financial subsidies in Anhui Province fiscal expenditures for supporting agriculture condition in Anhui Province are analyzed.Secondly,from the perspective of the prefecture level in Anhui Province,we explore the prefecture level finance support agriculture expenditure scale,and then to judge the overall trend of fiscal expenditures for supporting agriculture in Anhui Province.This paper probes into those problems may be.On this basis,using data envelopment analysis,we established BCC input guidance model to evaluate the comprehensive efficiency of financial support expenditure in each city.Then we decompose the comprehensive efficiency into pure technical efficiency and scale efficiency so that we can explore the municipal financial capital use fiscal expenditure scale and degree.Finally,by building a limited dependent variable random effect Tobit model and using comprehensive efficiency of fiscal support in each city as variable,the municipal comprehensive efficiency of fiscal expenditures for supporting agriculture is as explained variable,we analyse the influence of factors on the efficiency of fiscal expenditures just like the rural economy development level,per person agricultural machinery total power,fertilizer consumption,the level of government financial support agriculture as well as the first industry employment and urbanization rate for supporting agriculture.On the basis of the empirical results,combining with the actual situation of agricultural development in each city,we put forward some suggestions on the process of financial support. |
