The Government's Effect On The Tourism Administration And Institutional Creation

Under the guidance of all level's governments, tourism industry developed very rapidly, city's reception capability have been improved quickly, and people demands for travel have multipled, travel is just becoming a way of people's life. Tourism industry has exerted more obvious effect on national economy and social development, and tourism industry changed from "a reception department" at the first face of reform and opening to real "influential industry", and the environment of tourism industry is changing a lot, and tourism industry needs new administration model, which is suitable for its further development. This thesis starts from analysis of present tourism administration model, on the base of new public administration theory and sustainable development theory, brings about the necessity and possibility of building new tourism administration model, which includes tourism administrators, process, object as well as sequential evaluation, i.e. tourism administrators is combination of government, industry and society, tourism administration process is reason oriented, tourism administration object is unity of economy, society and environment, tourism administration evaluation is based on "traveler satisfaction" and "lowest social cost and maximum social benefit".The purpose of this thesis is providing the theoretical support for further development of tourism industry, and applying new public administration theory and sustainable development theory in government administration in the transitional period of economy reform in the future.
