Red tourism is becoming increasingly popular in recent years. Nowadays, many red tourism destinations has developed from initial stages to mature stages while some others are developing too, so many districts are studying the development of tourism products which has its own brand and its peculiar characteristics. How to use theorys of public administration while combine it with the characteristics of red tourism is still a vacancy in the study of red tourism development. The writer of this article has been working in the field of tourism administration many years, she intends to discuss the issue of red tourism from five angles——public administration, macro-control, stake holds, costs and profits and the sustainable development theory in order to study the creative products. How to build the foundation of the red tourism project of Xiangtan? How to promote the level of its management? How to determine the strategy of its development? This article use SWOT analysis method to analyse the strength, weakness, opportunities and threats of the red tourism of Xiangtan, apply five basic principles of management and many kinds of methods such as question are, visit and statistics, meanwhile, in the meantime, it analyses the direction of the development of the red tourism of Xiangtan from four angles——enhancing the power of macro-control, concerning the interests of stakeholders and the relationship between costs and profits, accelerating the sustainable development of the red tourism of Xiangtan, and finally it elaborates the strategy of the development of the red tourism of Xiangtan. The contents of this article include the following four aspects: (1) Cultivating a customer-resource market of the red tourism based on the core of the district including the city of Changsha, Zhuzhou and Xiangtang. (2) Developing the refinement of the red tourism based on the center of Shaoshan. (3) Cultivating the"black stone-hidden hill"tourism district based on the red culture and Huxiang culture by Peng Dehuai's former house. (4) Creating a red tourism brand which has a definite topic, plenty contents and new form.
