Researching On Venous Industrial Development Under The Perspective Of Public Administration

Our country's economic is developing rapidly, and the GDP is growing quickly, however, the development also caused resources of high consume high waste and ruining the environment. Our country's resources has already can't prop up this kind of economy development mode. It is necessary to improve the industry chain venous industry in China. The effective way to promote the development of venous industry is to establish the venous industrial park. And until now, there is no truly venous Industrial Park in Dalian. According to the philosophy of cyclic economy,to build the venous industrial park and apply the new-type industrialization way of high content of science and technology, high economic benefit, low resources consumption, less environmental pollution and sufficient utilization of the advantages of the human resources are the objective requirement of the time, the inevitable choice for implementing the scientific concept of development, and also are the internal necessity to conduct the strategy of strengthening the industry of Dalian.This paper first studied the venous industry'theory, including the circulation economic theory, ecological industry theory, externality theory and the theory of public goods, and other basic theories, the relevant theories are summarized and discussed. On the basis of the research in theory, through to the analysis of Dalian venous industrial park, the thesis find out the Dalian venous industrial park policy, administration system and social enterprise existing problems, and puts forward the measures and suggestions to strengthen the administration, in order to improve the venous industrial park, speed up the venous industrial park's construction and development. According to researching Dalian venous industrial development, the thesis also analyzed the good the experience of venous industrial, especially in Germany and Japan, how to establish a legal and policy system to develop venous industrial, and learn how to promote the development of the industry with social management. Finally, according to the analysis of the present situation of Dalian venous industrial park and combining foreign successful experience, with the perspective of public administration this thesis put forward the countermeasures and suggestions from three aspects, first is to improve legal laws, regulations and policy system, in order to ensure the venous industrial have the good environment; and second is to strengthen the park's public administration, so as to speed up the development of the venous industrial park; The last is to construct the system of social management of venous industry, still should promote the development of the industrial chain, develop socialized industry and so on.The exploring research of the thesis enrich the economical industry theory within a certain area, promote the practice and application of the theory of economical industry and circular economy, at the same time, the research illustrated in this thesis may provide references of venous industrial park planning and construction with deep application value.
