Determinaning The Eligibility Of GSSL In Chinese Universities Or Colleges

Most countries pay more attentions to the needy-students in the universities or colleges as well in China. In late years the problem is more serious in China for the reformation of the higher education tuition and higher education massification. The background promoted the naissance of Government-Subsidized Student Loan (GSSL) in 1999 in order to increase the higher education chance for the children from poor family. However, there is an inevitable problem how to identify accurately the subsidized target. The research designs an elementary scheme for determinant the eligible recipients of GSSL in Chinese universities or colleges on the basis of mean test for pay ability. This paper firstly analyzes the categorical indicator, principle of methodology and experiences of determinant eligible recipients of the foreign mean test, and then put forward four principles and four tracks according to Chinese current social background which determine the eligibility of GSSL in Chinese universities or colleges. By those principles and tracks, three poverty lines are enacted and calculated the poor degree to every student which identifies exactly the subsidized target. Finally the conclusions are drown:(1)The proportion of needy-students calculated by those principles and tracks is consistent with that of social economic test; (2)There is a prominent positive relativity between the poor degree and the rank of economic estimation by investigation and interview by myself; (3)The scheme subsidized student Loan is reasonable by and large in Huazhong University of Science and Technology, but some needy-students are subsidized repeatedly and some eligible recipients are lost. Only effectively integrate student subsidized can the higher education chance achieve equalization, and illuminate thoroughly that Chinese universities or colleges need urgently a more reasonable scheme for determinant the eligible recipients.
