In our country, problems like the reality grimness and extremely importance of the issue of agriculture, rural areas and farmers (ARF) have been arising. It is the great mission to build the harmonious society that building the modern agriculture, thriving the rural economy and increasing pleasant income. It is a key to successfully transfer the surplus rural labor during the process of solving the problem of ARF. The main problems are that agriculture overpopulation, unprotected income. Countries' ultimate outlets are reducing farming population, transferring overflowing labor force, and reducing load rate of natural resources, thus to reasonably distribute farming labor force and natural resources and increase the average resource space for agriculture and the development of rural economy. Transferring the labor services is the necessary demand of building a well-off society in an all-round way and a strategic problem of overall planning urban and rural development. I do the research on transferring the rural surplus labors combines with achievements of western uses the researches of in and out country as references, adopts the empirical analysis and standard analysis and analyses the economy and social effects of the transfer of the rural surplus labor forces in Lvliang city. It points the main problems and put forward the relative methods to solving them.From this study, we can find the practical meaning of the transfer the surplus rural labor is flowing from the poverty area of the surplus labor forces to the area with competitive job opportunities, it can realize the relocation of the labor forces resources among the areas, so that the exporter can acquire job opportunities and increased income opportunities. Simultaneously, the exporter's skill and quality can be realized in the process of the flowing. It is important to successfully transfer the surplus labor forces so that it not only increase the citizen economy but also rise the farmer's income. On the basis of that, we make further demonstration and análysis of the social economy effects of the rural surplus labor forces. Through the relative testing and regression analysis about all rural labor forces transferring and per capital net income of the local farmer, we testify by the positive proof that the transferring rural surplus labor forces contribute to improving farmer income and promoting the increase of exported region GDP .It causes positive influence for increasing farmer income of countryside interior and region GDP, and also certainly causes function that the general income reallocated policy can't substitute for restrain expanding disparity of income between urban and rural ,region and especially countryside interior.I also do the research about the process of transference facing many limited factors. First are system factors that contain the household register system, land circulation, society guarantees system and employment system etc. These system factors have an effect on the transference of our village surplus labor force. Second, it is very difficult for fluxion of the village surplus labor force because the character of them is not well with marked need. And the village industry development level is very low. The third industry development of village is too slow to digest more surplus labor force. Because the level of city's development makes slow progress, it can't create more employments post. All of them make the village surplus labor force transference difficulty.The research concludes that the rural surplus labor forces in lvliang city are transferred by two channels, that is, internal and external transfer within agriculture. These correspond with the strategy of the integration of urban and rural economy. Just as the report made by the sixteenth commission pointed that it is the certain trend of industrialization and modernization that transferring the surplus labor forces to non-agriculture industry and town.
