Study On The Current Situation Of Green Food Production In Guangxi And Relevant Constraining Factors

Starting from Non-polluted Food Operation Program undergoing in Guangxi, the paper applies the methodologies of PRA and KAP to conduct interviews of important people, questionnaires, observations, market analysis, symposiums, and case studies, systematically analyzing the current status and the existing constraints in the development of non-polluted foods in Guangxi and in meantime, raising the corresponding counter-measures and suggestions. The results from this paper may help promote Guangxi's No-pollution Food Operation Program.Main results and conclusions of this study are:1) Producers are the important implementers and executors who undertake the production of no-pollution products. Whether or not producers accept and willingly adopt the techniques for production of no- pollution foods, the key is how to enhance their knowledge, how to provide them with opportunities to master those techniques and to carry out agricultural production in accordance to the related quality and technical standards, which might result in a better economic benefit.2 ) Technical system of production is the major technical support for production of no-pollution foods. From the points of view of agricultural security, The main problems which need to be addressed in process of production of no-pollution foods in Guangxi are to study environmentally friendly technologies in relation to prevention of plant disease and insect pests and to make use of these technologies, to make better use of agro-chemicals and fertilizer so as to reduce the use of agro-chemicals and enhance the effectiveness of fertilizer, to improve infrastructure for extension of agricultural techniques, and to speed up confirmation of producing bases and authentication of no-pollution agro-products.3 ) Agro-inputs are material basis of production of no-pollution agro-products. To secure the production of agro-products, it is the essential to get rid of source of possible production of high toxic and high residue agro-chemicals, to severely punish imitation and forgery of productive materials, and to research new type of green and environmental friendly substitute productive materials.4 ) It has become a must to adopt mandatory market access permit for all agro-products. In point of view of initiation of market access permit for agro-products, the measures shall be taken to speed up the legislation concerning agro-product security, to improve supervision and inspection system for agro-products, to launch product labeling management, and to conduct tracing and undertaking mechanisms.5 ) Surrounding condition of producing base for no-pollution agro-product is the prerequisite. It is essential to strengthen control of pollution of residues of industries and the wastes from urban area on eco-environment of agriculture, the pollution of agro-inputs on eco-environment of agriculture and agro-products in particular.The counter-measures and suggestions:No-pollution agro-production, under the umbrella of the related legislation, shall be supported by efficient supervision, strengthened technical complex and services, and ready initiatives, in the whole process from field to dining table. The overall improvement of agro-product quality will make the products more competitive, consumers safer, and agriculture more sustainable.
