| Agro-technical popularization, is an important part of agricultural socialization service systems and the country system of the farming support protection, and also is the important carrier of the strategy that carry out science and education to promote the development of agriculture. Nowadays, our country's agriculture has entered a new stage of development, so promoting rural and agricultural economic strategic restructuring, developing rural economy and increasing farmers'income are increasingly dependent on scientific and technological progress as well as the improvement of the quality of farmers. In our country, a multi-function, multi-level agricultural technology extension service system has been formed the top down to local levels. In particular, social groups have also joined the promotion of agro-technical popularization in recent years.In recent years, with the accelerated pace of agriculture modernization, the promotion and application of agricultural science and technology are to benefit rural areas and farmers with an unprecedented speed. As bridgehead of agro-technical popularization, township has played an important role in promoting agricultural technology.Based on the theories including agricultural technology innovation, agricultural scientific and technological communication and ago-technical promotion and communication and so on, the article investigated the situations of agro-technical popularization in Fengshan Town, summarized its current main agro-technical popularization mode, analyzed the existing problems and put forward corresponding countermeasures in order to perfect agro-technical popularization in Fengshan Town.The article defined the concept of agro-technical popularization, introduced related theories about agro-technical popularization and analyzed the characteristics and functions of agro-technical popularization. Combined with the practice of agro-technical popularization in Fengshan Town, from the aspects such as the method of agro-technical popularization and so on, the authors summarized four main modes of agro-technical popularization in Fengshan Town at present: agro-technical popularization mode dependent on agriculture and animal husbandry comprehensive services center; agro-technical popularization mode in which agricultural associations are the main body; agro-technical popularization mode in which technical training are the main body and agro-technical popularization mode which strengths agricultural law enforcement and supervision and administration.On this basis, the authors analyzed the factors which restrict the development of agro-technical popularization in Fengshan Town from six aspects. First, agricultural scientific and technological management mechanism ageing and inflexible promotion mechanism restrict the development of agro-technical popularization in Fengshan Town. Second, the low quality of agro-technical popularization staff restricts the development of agro-technical popularization in Fengshan Town. Third, the reform of the governmental agro-technical popularization system is lag behind, which mainly show by government act, which cannot adapt to the request of market development. Fourth, the investment in agro-technical popularization is inadequate; fifth, farmer's culture quality is low, which cannot catch up with the request of the development of science and technology; finally, the coverage rate of agricultural information network is low.Finally, the authors put forward countermeasures which develop agro-technical popularization in Fengshan Town. They are mainly as follows: 1) Perfect the management system of agro-technical popularization, for example, promote the organization innovation of agro-technical popularization and introduce competitive and incentive mechanism; 2) Improve the quality of agro-technical popularization staff; 3) Establish rural social service system. Firstly, Innovate agricultural promotion system and bring governmental extension team's significant roles into play; secondly, encourage and advocate farmers to participate in agro-technical popularization and make great efforts to foster various components and forms of service organizations, in order to form agro-technical socialized service system in which social forces participate widely. The main body of agro-technical popularization is moving towards diversification gradually and is establishing various farmer's technology associations, for example, Schisandrae cooperation, edible mushroom associations et.al., which make big farmers also become the important force in the field of agro-technical popularization service. 4) Increase financial support to agro-technical popularization; 5) Strengthen farmer's technical training and improve their ability to accept new technology, for example, establish the scale export model base and improve farmer's visual awareness, strengthen farmer's subject position in technology demand and enhance farmer's voluntary to adopt new technology, et.al.; firstly, fully understand farmer's technical need; secondly, respect farmer's wishes; thirdly, agricultural technology extension sectors should deliver correct information about market demand and advanced technical achievement to farmers in time in order that farmers make choices by themselves and guide every household to adapt new agricultural technology voluntarily. 6) Improve the method of extension services of agricultural science and technology and accelerate the transformation rate of agricultural technology. Make full use of distance education websites and each country's information website, set up special website of agricultural technology, in order to provide vast farmers, agricultural technical staff, rural grassroots cadres and agricultural customers with technology and market information fast and effectively. |
