Study On The Problems Of Fishery Science And Technology Organization And Service In Guangxi

Fishery is one of important component of national economy, and is a important part of agricultural economy in Guangxi.Hence, to improve the level of fishery science and technology organization and service in Guangxi has high actual value. The methods including document collection, interview, questionnaire investigation, On-the-spot investigation, and statistical analysis were used in the paper. The level of fishery science and technology, the successful mode and experience of fishery science and technology organization and service of developed countries were studied in the world, those of eastern provinces in China were studied also. The current status and problems of fishery science and technology organization and service of Guangxi were analyzed.The main strategies to improve the levels and abilities of fishery science and technology organizations and services of Guangxi were put forward, and the new model of science and technology organizations and services system to adapt actual situation of fishery development in Guangxi was suggested, in order to improve the effectiveness of fishery science and technology extension, and promote Guangxi fishery development.There are two types of fishery science and technology organisation such as carrier-type organization and agencies-organization in Guangxi. Adopt the service modes are " technology-fisherman-service" mode,"enterprise+fisherman" mode,"the unofficial organization+fisherman" mode, conventional technology service and symbolic activity of mode. There are some problems including science and technology service organization’s duties are unclear, inner organization institutes set unreasonable, the operating mechanism of fishery technology service organization is not perfect, the fund of fishery technology service is inadequate, information service network construction lag, and fishery promotion personnel quality is generally low. A new model of fishery science and technology organization and service is suggested, the multiple concentric fisheries technology extension system is put forward, the investment in fishery science and technology organizations and services should be increased, the propaganda should be strengthed, a developed fisheries information network should be established.
