Land is the irregenerative sources being indispensable to human existence. Its basic characteristics can be token quanlificationally, quantificationally, positionally, timely, visualizationally and all-around in the forms of words, numbers, symbols and figures. And to generally know of the land sources' characteristics, to establish land information system will take great significance of population, resources and environment ' s sustainable and harmonious development. The development of the modern scientific technologies, such as computer technology, network communication technology and information technology, has largely accelerated LIS development and application. In the meantime, with the wide application of mobile information technology, the connection between mobile information device and wireless communication network make it possible for the mobile office anytime and anywhere. So mobile communication network technology, which is practiced to land management, will and shall create practical signification and influence, and have wider development.The purpose of this paper is to design the land survey system used in the mobile information devices on the basis of the mixture practice of mobile GIS, GPS, wireless communication technology and software engineering technology, for the purpose of automatic data collection, survey and processing, and land information dynamic modification. This system adopts J2ME and J2EE technology, can process between inter-systems and inter-platform, and supports most mobile and embedded devices such as PDA, mobile phone. Except for traditional data' s display, query, analysis, input and output functions, the system has the functions of the automatic collect and positioning navigation for the spatial location information, also can transfer and download data information between it and the server, deal withand modify spatial data in time through GPRS, WLAN> Bluetooth transfer technology.The paper expatiates the important practical signification that modern information technologies, composed of mobile GIS, GPS, software construction technology and wireless network technology, have applied in the land management, particularly analyzes the technologic methods and solutions. And then the essay refers to the analysis for system design' s theory and technology of 3S, Mobile GIS, GPRS, J2ME, J2EE, MVC design modules which will support the system development on the hands of theory and technology. In the end, the paper has also pointed out the insufficiency that will apply instructional meaning for the practical research in the future.The paper mainly refers to the theories and technologies which are 3S integration technology. Mobile GIS, Web GIS, GPS, mobile calculation technology > spatial data structure method , wireless communication technology , software engineering technology , J2ME , J2EE , land management, land survey and so on.
