There are many challenges in the aging enterprise development because of our national special situation. Especially the transition from the planned economy to market economy causes the national safeguard system of the aged to change a lot. In which the policy of socialization management of the retired personnel in the state-owned enterprises with close relation to the deepened reformation of the state-owned large and middle size enterprises is one of the emphasized jobs of recent improvement of the national safeguard system of the aged. To realize the socialization management of the retired personnel in the state-owned enterprises is beneficial to the reformation of the national large and middle size enterprises and to solve the practical problems of our continuous aging population and to form a Chinese-specialized socialism safeguard system for the aged. As to the current situations it is very good that the rate of the socialization management of the retired personnel is raised year by year. While there exist many problems as well it mainly concentrates on the transition from the enterprise ownership to the socialization and it is mostly the transition of the shape with low quality and there exist some indispensable and resolvable practical problems. The article will analyze and discuss the reformation background, development stage, current situation and existing problems of the socialization management of the retired personnel in the state-owned large and middle size enterprises. At the same time the article will put up relevant strategies to realize the socialization management of the retired personnel effectively. The article first analyzes the necessity and imminence to realize the socialization management of the personnel of the stated-owned enterprises and its important place in the national safeguard system construction of the aged. This article analyzes through our economical system and national safeguard system construction of the aged and puts forward and demonstrates the necessity of the realization of the socialization management of the retired personnel. As to the deepened reformation of the modern enterprise system firstly the reformation peels off the social function the enterprise has burdened and deals well with the relationship between the government and the enterprises; secondly it is beneficial to solve the weak situation of management service of the retired personnel; lastly it solves the risky relation between the retired personnel and enterprises which accords with the economical rule and practical management mode. As to the establishment and construction of safeguard system of the aged the socialization management of the retired personnel is also an important revolutionary step. With the daily standout of the aging population in our country the construction and improvement of safeguard system of the aged becomes the focus with public attention. This article analyzes its historical changes and its developing tendency and exposes its cooperative relationship with national economy development. On the reference of the national theory and practice of international safeguard system of the aged it refers that there exists great gap between our safeguard system of the aged and the developed countries and the socialization management of the retired personnel is a creative and pioneer job to foster the construction and improvement of the safeguard system of the aged directly. To realize the socialization management of the retired personnel is a creative job and on the basis on the statement of the historical changes of our country the article points out the hereditary relationship between the modern socialization management and history. This article has reviewed the historical development of socialization management of the retired personnel and pointed out the policy of socialization management of the retired personnel has born a certain fruit with the efforts of the nation, all governments and the enterprises. But as a new thing there exist few problems in the process of pushing the strategies. There are three main representations: first the development imbalance of careers and regions in the process of pushing the strategies; secondly the deficient cooperation among the government, enterprises and communities; thirdly the immature objective conditions of socialization management. On the above problems the article has analyzed the deep-seated reasons and pointed out that the main reason of the existing imbalance situation of career and region is that there are many main bodies to carry out the strategies and there is understanding distance among the provincial and city government and the enterprises; there are historical reason, objectivereason and subjective reason in the deficient cooperative job. For instance some regions has begun the job in the imperfect situation of community construction and as a new job its content and standard is not clear without reference of job rule which has restricts the quality of pushing the strategies and the main thought of doer's carrying out the strategies is not unified and right. The immature objective conditions refer to the community ---the main carrier of the realizing socialization management is undeveloped and its representation is the power of the community management team is weak; the investment of the community outlay is not enough and there is no certain channel to solve the management capitals; the job duty, service content of management and job system are not perfect as well as the hardware. The above problems have influenced directly the efficiency of the socialization management of the retired personnel in the state-owned enterprises and needed more attention and improvement. The socialization management of the retired personnel in the state-owned enterprises is an important job influencing the healthy development of national safeguard system of the aged and it deserves deep research on how to realize it effectively. Based on the above understanding the author has put forward her improvement strategies and the safeguarding conditions to realize these strategies. First exert the leading role of the government positively especially the inducting role of public policies; increase the governmental economic investment of starting community service; strengthen the management of the community job. Secondly, improve the serving power of managing community. On the analysis of our historical development of community and exited problems point out the emphasis of community developing strategies lies in the organization place of community management organization; induct and cultivate positively the community consciousness of the retired personnel; dig the human resources of the retired personnel and advance the concept of the positive aging; pay attention to changing the separate resource and realize the sharing resource; set up development fund for community service; lead the community service to industrialization. Thirdly, form the associative safeguard system for the aged between the "family providing for the aged "and "society providing for the aged ". At the present it is necessary to combine the"family providing for the aged "with "society providing for the aged ". We should start from facilities improvement of "community providing for the aged"and helping the aged service and form the socialization providing for the aged on the basis of community service. At the same time we also emphasize and encourage the society and the public to hold the traditional and civilized value to provide the aged by the family. Lastly perform the duty and obligation during transition period of the enterprises. Improve the insurance system for providing for the aged continuously; realize the balanced transition of the policies; exert the advantage of the enterprises and sustain the aging careers. At the present the socialization management of the retired personnel of the enterprises is still under the fulfillment and improvement. The author of the article is engaging in the retirement management in the state-owned enterprises so to some extent she has understood its producing background, its strategically important meaning and its practical meaning of the policy; at the same time she has sensed there are a lot of difficulties in carrying out the policy. The article has discussed these problems and puts forward a few strategies to realize the socialization management effectively. At the same time it points out that the macroscopical national safeguard system for the aged is a complex social system and all kinds of revolutionary measures have countless ties so the establishment of national safeguard system for the aged needs all social power with common cooperation and common efforts.
