It can raise the circulating quantity of the business enterprise's comprehensive economy, hook the checking result with wages assignment, improve the positivity of declining the cost and increase the performance, by reforging the checking process of economic responsibility, which can make true the target of the company. The strategic layer of the company budget organization is no longer the general manager, but the board of directors, the conducting layer is finance and economic committee, the homework layer mainly is finance control department, which leads the other units, after the relieving the company'budget organization. It adapts the thought and principle and provides smooth process of organizations for the reforging the overall budget process . Fixing the process of the budget analysis ,the thesis not only guarantee the smooth movement of the work, built up the scientific and objective budget analysis system, discover and the problems of carrying on the process ,but also revise it and lay the solid foundation ,insure the group company and the Jiefang company to reach their target smoothly. The thesis makes cost gather more reasonable through reestablish the cost budget model, meanwhile, it strengthens the gather of the cost and reducing the allotment as much as possibility so that the cost of the car could be more accurate and the overall budget could be guaranteed as well. This dissertation is about budget process re-engineering. By applying the theory of Process Re-engineering and combining presently management status of FAW JieFang Automotive Company, LTD., this dissertation sufficiently discovers existent problem in budget process, then goes deep into analyzing, re-engineering and add new content, makes budget process more scientifically and smoothly. At the same time, by applying comprehensive index evaluation method of management, it contrasts and evaluates fore-and-aft re-engineering process effect, and confirms superiority and validity of re-engineering process to make it much more adapt to management requiring of FAW JieFang Automotive Company, LTD. and become important part of business process re-engineering to adapt to competitive requirement with foreign advanced auto enterprises after entering WTO.
