The Study On Adjustment Of Investment And Financial Policy Of Highway Infrastructure Construction In China

Since reform and opening-up, the highway communication constructions have obtained tremendous development in China. Network density, depth and grade of highway rise constantly, in national economy and national comprehensive transportation system highway communication status and function strengthen further. However, looked at this problem in terms of social economic development and people's demand of the highway communication development, the highway communication is still difficult to meet the demands. According to the long-term development plan of highway in China, the construction fund demand of the highway is still very large in the future. At present, the construction fund ability of highway is limited which can't still meet road construction and maintains now and future in China. So, we should study the theory and reality of infrastructure investment and financing of highway communication of our country, explore the new mode of investment and financing of highway communication of our country, new policy, which are very important for highway construction and development.This text is divided into 5 parts mainly. First of all, having analyzed and researched the current situation and the characteristic and future development trend of highway communication in China, the article considers that the national economic and social development of our country is sought-after to highway transportation, and the road construction task is quite strenuous, especially in the western and rural region, which needs enormous construction-fund. But seen from capital source of road construction of our country at present, the construction fund shortfall of the highway is large. Secondly, it analyses and researches the investment and financing policy characteristic of present road construction of our country, road construction, maintains and management, the main source of the fund, and the deficiency that some existing policies exist. Third, it analyses and researches such policies and characteristics of national road construction investment and financing model as U.S.A. , France , Japan , Italyand Spain ,etc, and pointes out the road construction investment and financing policy which our country draws lessons from . Fourth, according to the article attribute theory of public economics, it explains public article attribute of the highway and personal effects attribute, proposes changeability and transformation of public and personal article attribute, makes the view of corresponding adjustment the policy of infrastructure construction investment and financing constantly according to the changes of the actual conditions of highway communication of our country. The fifth, it proposes the adjustment direction of the present policy of highway infrastructure investment and financing of our country, for example, adjusting the investment policy of central government, arranging the regional highway communication development, including raising the proportion of the central fund in the capital source of the highway, changing eastern, central and western charge system, and making government withdrawing from the operational construction investment. Strengthening the dynamics of investment to the rural highway of central government further, the traffic in urban and rural areas of the pool is developed in harmony; Stabilizing and expanding the existing channel for investment and financing, ensuring the road network to be built up as soon as possible, including expanding and strengthening the support to highway , issuing " Chinese road construction bond " from the neutralization of central budgetary regular construction investment in the tax revenue, etc. Making the regulation of franchise operation as soon as possible, accelerating the infrastructure privatization process of the highway, and promoting the development of highway communication better.
