Road transport station is a combo of all kinds of establishment in a limitative concourse for organizing transport production and service. It is an inalienable part of road transport net system, and is also an important component of road transport infra-structure.Compares with the road construction, the road transport station's construction to be at the lag condition, it makes the organization degree of transportation difficult to enhance, the transport capacity can't be given full play, also causes the large-scale investment in road infrastructure and road transport net capacity can't obtain the effective use. The investment issue is an important reason restricting the development of station. With the ceaseless advancement of the socialistic market economy, the further innovation of investment system and operation system, it is necessary to find new mode to construct and manage the road transport station. Study on how to operate the limited state-owned assets for transport station, and promote the biggest benefit and the max efficiency road, how to realize the Government's investment support, guidance, protection, has become urgently.Through analyzing the current stations and problems, the thesis absorbs the advanced experience of the foreign road transport station and analyzes its attribute which is based on public good theory and public choice theory. And then, This paper also forecast the development trends of Shandong road transportation, we use many kinds of traditional methods by quantitative and qualitative methodology and qualitative methodology restraint qualitative. At the same time, we analogy comparable time interval of comparable country and us to enhancement reliability of forecast .And then we distribute the total quantity to 17 cities in Shandong province using the geometric-mean method. On the basis of the forecast results, we build the program with strong operability, named the government investment assistance decision system. In the end, the thesis concludes some suggestions which are appropriate for the road transport station's investment policy and mode of building through discussing the existing problems on investment system this provides the reference and the basis for investment policy research of the road transport station construction.
