The Financing Mechanism And Countermeasure Analysis On The Countryside Road-construction In Developing District

The countryside road is an important composing part of the road net in China. And the countryside road with national characteristics belongs in the local public goods.This article aims at the construction actuality of countryside road in our country, summarizing and having the conclusion which is about the financing out of the system of countryside road-construction. And it has researched into the problems in lacking of capital as well as deep-seated roots. Then it has analyzed the financing characteristics of the road-construction in developing district as well as the existent problems in the process of current financing mechanism. At last it has concluded the difficulties of countryside road-construction and the origination rest with dualistic structure and lacking of the system of public finance in country.This article puts forward that we should consummate our countryside road-construction, especially we should improve the financing mechanism of country road-construction in developing district, it figures out that we should reform the dualistic economical mechanism, and offer civic treatment to farmers; It also puts forward that our government should be the primary action to invest our countryside road-construction, the countries should be the assistant action, then coming into being modern financing mechanism of country road-construction with the participation from the whole society. This article analyses the feasible approaches of the financing of country road-construction in developing district, it considers that our national government has the responsibility to invest countryside road-construction, and the local government should offer supports sufficiently. If the local and subordinate government hasn't the ability to invest, the available way is to obtain fundraising from society and realize marketing financing. In allusion to the ways of BOT,loan-financing and so on, which have been brought forward theoretically, this article considers that these ways have little feasibility according to our reality, but we believe the feasibility of these ways will be enhanced with the development of our country highway.In order to offer some beneficial efforts to our countryside road-construction in future, this article puts forward some suggestions and advices about the financing mechanism of countryside road-construction.
