It is well known that the adjustment and optimization of the industrial structure is one of the main elements that influence one nation or one region's economic development. It is mainly determined by the choice and fostering of the leading industry not only has the profoundly theoretical importance but also has its practical meanings, especially for the area of the medium-sized development level in our country like Hubei province, which will realize the economic fast development. The choice and fostering of the leading industry of Hubei is the important components of its economic development strategy and industrial policy. It influence the future direction and prospect of the economy of Hubei, so is the extremely important problem in the economic development.At present, the research about how to adjust and optimize the industrial structure increases day and day. Looking from the optimization aspect of the industrial structure, there are many methods and ways of adjustment and optimization, but little look from the choice and fostering of the leading industry. Hubei is in the crucial period for industrial structure adjustment. It needs to find an avenue of adjustment and optimization to accelerate the economic development. It guarantees the steady and healthy development of the economy and society of Hubei in the period of "eleven five".The article is on the basis of industrial structure theory, unified the economic development of Hubei. It analyzes the situation and problems of industrial structure, thinking the upgrading of industrial structure of Hubei slowly. The proportion of agriculture in the industrial structure is too large and the inside structure is unreasonable. Industrial structure adjustment of the second industry is slow, and the industrial quality is on the low side. The tertiary industry is in small scale, and its level is low. Once again, the article is based on 2002's input-output table of Hubei, applying the analytical method of input and output to the industrial structure of Hubei. It analyses the development of important industry scientifically. Then thearticle studies the main avenue that optimizes the industrial structure of Hubei with the theory of industrial structure optimization, the policy theory of the industrial structure, economics and management theory, comparative analytical method, input and output method, the comprehensive evaluation method based "difference drive" theory, method of demonstration analysis, method of qualitative and quantitative analysis. With the analysis of demonstration, the article proposes three leading industries and four major industries, after choosing the leading industry of Hubei, which further develops the research of industrial structure optimization. According to the policy theory of industrial structure, we proposes the general thinking of the industrial structure policy in Hubei, meanwhile we also propose some measures and suggestions about each industry. It makes suggestions for Hubei about its Plan for National Economic and Social Development of "eleven five" and overall goal of industrial structure adjustment.
