National Social Security Fund was established by the State Council in August2000, which approved by CPC Central Committee. And the National Social Security Fund Council was also established at the same time. Since then, the National Social Security Fund of China was formally established. In the past12years, not only the asset size of the. National Social Security Fund has a significant breakthrough, but also the gains. The cumulative investment income of the Social Security Fund was amounted to284.593billion yuan since its inception by the end of2011.The average annual investment rate of return was up to8.4%. Although the social security fund has made a good income, and slowly began to invest in the equity investment and equity investment funds, bank deposits and government bonds are still taken up a high proportion. In the opinion of Zhao Xi jun, external investment environment in China is difficult to predict, so the social security fund should use more investment tools and diversified investment against the market risk that may arise. After the financial crisis of2008, the National Social Security Fund Council chairman Dai Xiang long said, to ensure the realization of preserving and increasing the value of the Fund, it will be to achieve diversified investment and implement policies and measures to deal with the financial crisis in order to ensure their security.On this basis, from the social security fund increasing the value of the angle of view more perfect, the optimal proportion of the social security fund portfolio will be solved from learning Markowitz’s portfolio model portfolio theory by using EXCEL tool,and then, analyzed how to adjust the ratio of investment combining with the actual investment ratio to ensure the maximum benefit of the Social Security Fund.
