The increase of the leisure time and the diversification of the leisure activities are supposed to be the most important features of the modern society. Since leisure activity has played such a significant role in people's daily life, it has drawn a great of attention of the people. In 2015 when the developed countries enter into the so-called leisure times, leisure, entertainment and tourism will become another economical power and exert influence on the whole world. Although China as a developing country has to make painstaking efforts to achieve the leisure times in a real sense, leisure economy has already developed soundly in China at present. What should be mentioned is that rapid improvement has been made in the following four aspects namely the tourism, entertainment, sports as well as the prevalence of culture. Therefore, in the new phase when China is now promoting the well-off society and speeding the pace of the Four Modernizations, the significance of leisure tourism industry should be attached with importance. Except its great value and incomparable services, the leisure tourism industry could to some extent promote the sound development of China's economy and prosperity of the society.Situated in the south west of China, Chengdu with its perfect geographical situation, abundant natural resources, delightful climate and profound water resources guanteed by the Du Jiangyan Hydraulic Project, has been entitled with the name of "the Pearl of the Sichuan Plain". In this way, the habitants of Chengdu have cultivated their unique life style that they value the leisure activities,consuming and enjoyment more than anything else. This thesis through exploring the potential leisure resources in the city of Chengdu, studies the feasibility of developing Chengdu to be the biggest leisure city in China by improving both its leisure industry and culture.
