With the development of world economic and social requirement, interior and exterior situations of post bureau have been changed greatly. Globalization and the emergence of mobile communication products such as phones, cell phones and Internet challenge post service products. In Joining the WTO, China' s service market is opened generally. Foreign delivery companies increase their steps to occupy the express delivery and material resources market. More and more national enterprises join to compete. Facing the serious situation, in order to cope with the challenge and to develop future, Hei Longjiang Post has to make decisions on these important strategic issues.The author proposes a new development strategy for Hei Longjiang province with the hope to help forward the business of Hei Longjiang Post. The strategy is based on survey, research and related theories.This dissertation is composed of six sections. The first section illustrates background, basic theory and SWOT analysis method. The second section analyses product features and business structure of Hei Longjiang Post. The third section utilizes PEST to analyze the interior and exterior situation of Hei Longjiang Post. The fourth section evaluates the internal abilities of enterprise, finds out the core competition ability and core business, and points out advantages anddisadvantages. The fifth section proposes framework and implementation method of strategic objective with above analysis. The sixth section proposes detailed measures.This dissertation bases itself on linking theory with practice. Because of considerations on governmental and political factors, the proposed strategy is practical in reality.
