Benefit Evaluation Of Urban Forestry For Yin-Chuan And The Planning Of Sustainable Development

This paper mainly introduced urban forestry and its development and also studied the Yin-chuan city evolution and its urbanization process since liberation, the origin ,development and distributing of urban forestry. We evaluated urban forestry of Yin-chuan. The results showed that: (1)Three kinds of benefits about urban forestry,and benefit evaluation of urben forestry for Yin-chuan: According to scientism,independence,practicablaty,simplicity,administrative leveles'principle,founding index of benefit'estmate, ecological effect,social effect,economic effect. We evaluated each effect respectively through constituting the index system of evaluation. Especially we boldly explored the calculation method on social effect of urban forestry and then found the way and method of evaluation suited for Yin-chuan city. At the same time we made out the initial estimation of Yin-chuan city forestry. As the result, we found that the integrated effect of Yin-chuan urban forestry was a hundred million of 5.625. The three kinds of effects were respectively a hundred million of2.941 for ecological effect, 1.725 for social effect and 0.96 for economic effect. (2)Though the effect of Yin-chuan city forestry was apparent, it presented obvious deficiency. This was presented mostly: In Yin-chuan city, there were not development idea of urban forestry, clear general plan of own and executing project. The urban forestry was not identical to local economic development(for example, deficient devotion and blind development exited at one time, the level of economic development was low, the environment consciousness of the public was weak, the economic development was greatly paid attention to and the common business such as urban forestry was regarded minor. In the end, the things among departments were done badly and usually were put off, and so on). The objective facts were not followed to develop blindly. The level of management was low and there were not systems of checking and controlling about urban forestry. Urban forestry lacked of reasonable arrangement, its structure was not perfect and its distribution was not balanceable. Overall, construction was thought minor, while the management was looked as to be primed. The green space of garden was destroyed seriously, the rule of law was not intact and the management was not perfect, and so on. (3)Way of sustainable development of Yin-chuan urban forestry: The general plan and executed project of urban forestry building were established reasonably according to the golden rule of city sustainable development and based on ecological civilization to constituted urban forestry of sustainable development. We should improve the understanding of the citizen to the urban forestry, widen the way of capital, increase the devotion of urban forestry, reinforce the conserve management of urban forestry, promote the standardization,system and science of urban forestry management, move the urban forestry business forward the healthy,and persistent,sudden and complete development, improve three kinds of social,environmental and economical effects in deed. We also should adjust measures to local conditions, forests, grass, barren lands, water, circumstance and so on, program rationally, arrange in pairs or groups soundly, perfect the law and code, bring constitution of urban forestry into the path of legal system and found urban forestry with local characteristic. (4)General frame of Yin-chuan urban forestry was drawn by demonstrating rationally. Green barrier integrating mountain,water and forest was built with combining dot,line,belt and face to form real aside of urban ecology. (Ⅰ)Face: the east of Yin-chuan city is about to stream bank of He-lan Mountain,ecology forest at the east foot of He-lan Mountain and urban forest garden, the south and the north with the barrier of farmland shelter-belt, and thus realized city middle forests. On the other hand, the city was detected by the marsh protection of the West Lake, Bei-tower Lake, Ming-cui lake, Bao lake and Seventy-two link lake and then it achieved city in middle of lakes. (Ⅱ)Belt: greening belts of 100 meter wide along high speed road around the city were built and the harmonious chord of urban forestry was established. (Ⅲ)Line: the green lifeline of Yin-chuan city was constructed emphasis on the three verticals and the three transverses. The spots and faces were combined well through the belts and lines to come true the forests in the city and the lakes in the city. (Ⅳ)Dot: we mainly made the greening of the squares, parks, resident areas, green land at street corner, marsh near lakes, factories, schools, hospitals and armies. Integrating dot,line and face greatly realized the transition that from the east to the west of Yin-chuan city was transited from grass –forest-water. It really made forests in water, water in forests, city in forests, forests in city, city in gardens, gardens in city, city in lakes and lakes in city reality. Totally, this will make Yin-chuan city a fairyland, forests with good shade, fresh air, characterizing a fine spring day, clear water flowing permanently, fish jumping joyfully and green grass flourishing, wildlife appearing and disappearing, the sky blue and the earth green, the city clean and quiet, achieving harmonious of the human and nature.
