The Study To The Incentive Mechanism Of Agricultural Extension Workers

The level that the agricultural scientific and technical results turn into productivity is very low at the present stage in our country, nearly 6000-7000 agricultural scientific and technical results come out every year, but the conversion ratio is only 30%-40%, far lower than the developed country by 70%-80% of the levels.The contribution rate of the agricultural scientific and technical result is 10%, and has close relations to the extension worker's incentive mechanism in this kind of phenomenon and agricultural extension system of our country. Doing the agricultural extension work well, accelerating the scientific and technical result to transform to realistic productivity, is not only an important way to solve the problem that " three is agricultural " (the agriculture , countryside , peasant ),but also a kind of form that the country supports to agriculture. In popularizing management , only regarding extension worker as a kind of abundant resource that can be moved , placing them on the key position, paying attention to their multi-level demand , and exciting its inherent motive force, could give full play to their enthusiasm and creativity , and enable popularizing the idea and technological resource to turn modernly into realistic productivity rapidly.Exploring how the agricultural extension worker's incentive mechanism is structured, and seeking what the function and value is in the agricultural extension system ,become the focus that some knowledgeable people pay close attention to day by day. This text was needed encouraging and putting forward badly to the scientific and technological extension workers themselves. Because of the encouraging ways with diversified and suitability characteristics, analysing extension worker's colony and individual's psychology , demand under the new economic condition in the sci-tech popularization work, looking for the way to encourage the extension worker, exploring the structures of dynamic incentive mechanism, contribute to offering the countermeasure and thinking for development formulation of the extension worker. At present, from many respects , such as behaviouristics , economics and management and even other disciplines ,etc., the encouragement question of the special agricultural extension workers of research, structures little theory of the incentive mechanism and seldom uses. This text has explored the research tentatively on the extension worker's incentive mechanism mainly. The full text has been divided into four parts and described. In the first part ,that is Document survey , some key concepts have been analyzed , and defined again mainly, making an introduction and comment to the intension , traditional motivational theory , and intension of the incentive mechanism at the same time.In the second part ,theoretical foundation and methods studied on the agricultural extension worker's incentive mechanism mainly have been described , and on the design concentrating the focal point studied on people and originally managing and encouraging and gradual progress,the platform which structures the incentive mechanism is formed.In the third part,on the basis of analyzing relevant tradition motivational theories , we put forward our own view, namely: taking extension worker as the core originally melts and management platform, based on the current situation of popularization system,constructing incentive mechanism,accords with our country and popularizes working state.In the fourth part ,The thesis excavates the encouragement factor directed against the scientific and technological extension workers, and the method of researching and developing, from the theory of the behavior science , the management theory hand of people, the current situation ,the request of the era of knowledge-driven economy operated according to the present agricultural extension system, and the characteristic changed around extension worker's behavior. With respect of popularizing management system reform,the basic functional positioning, funds security mechanism , popularizing the system operation course etc. structuring the incentive mechanism is a try in theoretical research of agricultural extension .
