Research On Supervision Enterprise Developing Pattern Of China

The supervisory system of engineering in our country undergoes the development of 17 years. Though it has made the obvious social and economic benefits, there're still a lot of problems. Solid business range and poor means of supervision are badly restraining the development of engineering supervision enterprises. Especially under the new situation of China's joining WTO, in consideration of current situation of supervision enterprises, it's very hard for Chinese supervision enterprises to compete with the consultant firms of the foreign project. Because of above-mentioned phenomena, this text will probe into the developing direction question of engineering supervision enterprises in our country in terms of enterprise development model, and offer reference for the reform and development of construction supervision enterprises in our country. The main content this thesis includes are as the following several respects: (1) It explains the concept differences between project supervision of our country and foreign project consultant, studies deeply the current development situation of our country in building supervision enterprises. Under the management principles it analyzes the competitiveness of the supervision enterprises in our country, and in detail analyzes the opportunities and challenges that China's joining WTO will bring to the supervision enterprises. (2) It analyzes synthetically in terms of internal and external environmental factor of enterprise development that the main problems which influence our country in developing construction supervision enterprises, pointing out that incomplete laws and regulations, unmature project supervision market, and low charge standard of supervision and low personnel quality, etc. lead to that the development of project supervision lag behind the whole economic development of construction in our country. (3) It comprehensively analyzes the existing and developing models of Chinese and foreign project supervision enterprises, and points out that PM/PMC project management firms and specialized supervision enterprises are the models that fit the current situation of our country and can help develop Chinese project supervision enterprises. The level problems existing in the developing models of Chinese project supervision enterprises should be solved on both process and phase. (4) It respectively expounds project supervision enterprises in our country are developing in two directions ---PM/PMC project management firms and specialization supervision enterprises. This is the key part of this text. Transforming into PM/PMC project management firms, supervision enterprises have aroused that the country should do somethings correspondingly---perfecting laws and regulations, building up a supervision and management system for construction market, perfecting market access and clearout system, setting up project management and personnel education system, strengthening construction of project consultant association, making out project management contract template and charge standard. It points out from microcosmic that the supervision enterprises themselves should set up and complete the function structure inside and create talent's incentive mechanism. The supervision enterprises transforming into specialization ones mainly expounds the orientation problem of the enterprises during its transformation. And it under the enterprises management principles builds out the difference strategy, centralization strategy, and enterprise association strategy.
