| At present, accelerated constantly in industrialization and urbanization process and industrial structure adjustment as well as the constructions of ecological environment propose new background of challenge to land resource management, china will sets about starting the land planning rearranged which is from 2003 to 2020. And it's the goal and assessment rule of land use planning to reach coordinated development of population, resource, environment and society in rearranged.This paper sum up china's new backgrounds of land planning rearranged, the relation between land use planning and land sustainable use as well as the domestic research progress of assessment in land use planning scheme, and then it regards system engineering theory and land sustainable use theory as the theoretical foundation to the assessment of implementation of the land use planning. Supported by the above theory, taking land use planning as a complicated system related to nature, economy and society, and through studying on the restrained of the goal of its land sustainable use, this paper have designed the technological method of the assessment of implementation of the land use planning, which is organic combine of the "four index laws" from the implementary assessment of land use planning, the "overall target law " from the assessment of land sustainable use and the "entropy value law" to survey the weight of every systematic factor. Finally, it regards Liu Zhou as demonstration, and examines rationality of this method through use it, and then assesses implementation results of land use planning of the Liu Zhou city urban area and its counties. |
