Study On Land Use Planning Implementation Evaluation Under The Target Of Reducing Land Use

With the continuous development of China's comprehensive national strength,the economic development is getting higher and higher,and the urbanization rate is also rising year by year.As a land resource with natural and economic dual attributes,it plays a very important role in people's existence,production and life.It is the basis for carrying out material activities.In particular,land for construction provides an important place for human non-agricultural activities.In recent years,with the urgent demand for land for social and economic development,a great deal of land development and utilization has taken place.In particular,the scale of construction land use in mega cities in China has been approaching the limit.The problems of decentralized construction land use,irrational structure and low land use efficiency Generally,the mode of development in exchange for economic growth at the expense of the resources and environment has been widely criticized.In response to these problems,"Outline for the Thirteenth Five-Year Plan for Land and Resources" was put forward;"To raise the level of economical and intensive utilization of land resources,revitalize the stock of construction land,implement the total quantity control and reduction of construction land management "," Beijing City Master Plan 2016-2035 " put forward: " strictly control the total amount of construction land,adjust the land use structure,and realize the reduction of urban and rural construction land development." Therefore,the development of reduction becomes the new direction of the current land-use change.In the face of the new situation of “planning for weight reduction”,evaluation of land use planning implementation is one of the ways to effectively manage land resources,and it is also the basis and reference for planning.Different planning implementation evaluations have different effects on land use,and the evaluation results are also different.In the face of different backgrounds in planning,the scope of the study area is different,and the evaluation of the implementation of the plan should also be based on local conditions.It should be flexibly adjusted to select the appropriate evaluation.Based on the research results at home and abroad and the evaluation of the implementation of the existing land use planning,combined with the objectives of reduction in the amount of land for construction use and related theories,this paper studies the construction of land use planning implementation evaluation methods under the target of land use reduction development,from the implementation of the plan.Objectives,planning and implementation of the four dimensions of conservation intensiveness,planning implementation efficiency,and planning implementation management to build an evaluation index system,use the Markov model to forecast the amount of construction land usage,and select the land use situation in Yanqing District of Beijing as an empirical research object,through the field Investigation and data collection,establishment of an evaluation system for the implementation of land use planning in Yanqing District under the purpose of reduction in development of construction land.The research results show that Yanqing District has performed well in planning implementation goals and planning implementation benefits.It needs to be further strengthened in the planning and implementation of conservation intensive degree and planning implementation management.The forecast results show that by 2020,the construction land in Yanqing District will reach 17,367.23 hectares,exceeding Planning standards.The implementation evaluation of land use planning under the target of land use reduction for construction land takes into consideration the unique social,economic,and natural factors in Yanqing District,and reflects the requirements of the state for “decrease and upgrade of quality” from the evaluation system and evaluation methods.Finally,it will strictly control the total amount of construction land,promote land-saving and intensive use of land,implement incremental control of construction land,optimize industrial layout,strengthen the reduction of collective construction land,revitalize stock construction land,implement farmland protection policies,and effectively protect cultivated land resources and strengthen ecology.Environmental construction,optimization of tourism land resources,improvement of the scientific use of land use planning,and intensification of public participation in six aspects.
