The Study On Coordination Between Economic Development And Ecological Environment Construction In Wuhai City

The coordinated development is the best choice to deal with the relationship between economic development and environmental protection, and the only way to realize the strategy of sustainable development. In any areas or cities, to attain sustainable development, people need coordinate the relationship between the economic development and natural resources and ecological environment. WuHai is a resource city depending on coal, and also the productive base of Inner Mongolian with coal, energy, wood, chemical engineering and metallurgy production. During the last ten years, the average rate of GDP growth is 18. 5% every year, which is nearly quadruple by 2004. The GDP increased and economy developed quickly, but our economy developed at the cost of ecological environment. If we keep relying on the extensive forms, not only the profit which income brings about will be offset by the loss as a result of great harm environmental pollution dose to health and quality of life , but also the future productivity of city will be almost wiped out, because of the material metabolism imbalance. So we must select a coordinative way between economy and ecological environment, to realize sustainable development of economy, environment and society in WuHai.However, coordinated development between economic development and ecological environment has a lot of difficulties in practice in WuHai. Going through the conflictive phenomenon and thinking over the coordinated problem , I find the backward economy is the main obstacle of coordinated development and the drive of profit leads to the imbalance of coordination; In the societal aspect, environmental justice is the platform of coordinated development, stable society is the realizable orientation of coordinated development; Lack or extreme of institution leads to the imbalance of coordinated development. The key to coordination is to achieve anoptimum, "double Win" is where coordinated development in WuHai is finally oriented , as far as present situation of WuHai is concerned , the focus of coordinated development is "development", positive and initiative development, instead of negative and passive compliance.
